Project Principals



Charles Heberle III

Charles Heberle was born in 1940 and raised in Gloucester, Massachusetts.
He now lives and works in Tacoma, Washington.

He developed the "You the People" educational series which is aimed at teaching American citizens how to be more responsible and effective citizen-rulers of the most ambitious political experiment in history, the United States of America. There is both a student and an adult version of the series. He holds a bachelors degree in government from Norwich University and a masters degree in psychology from the University of Northern Colorado.
He has taken additional graduate level courses at the Harvard Business School and the University of Southern California.
He founded You the PEOPLE and The Citizenship Project to help Americans realize and understand their experimental political heritage and how to play their role in it. It has now grown into a nationally recognized curriculum for schools, and an adult program that can be used in any city or town or community in any republic world-wide. It helps the common people improve their knowledge and ability to work civilly with their neighbours. It helps people build their confidence in themselves.
Then it helps bring them and their governments together in a collaborative effort that can dramatically improve any community, city, state, or nation anywhere .
This process is a quantum leap forward in the concept of republican democracy. It presupposes a collaborative, rather than an adversarial, approach to government. The idea here is to truly involve citizens in the governmental process. Metaphysically, a democratic republic is based on its citizens and, therefore, can only be as good as its citizens. This program trains people to be better people who, naturally, will be better citizens.
It uses the standard psychological group model as its medium, using it with specific ground rules and self evaluated citizenship skill improvement that make it a support group to develop and maintain effective republican citizenship.

Dmitry Rabkine

At present, Dr. Rabkine is a Director of Research Program of Institute of Research on Problems of Nonprofits in NIS (IRPN).



His research focus emphased on communication as an activity, transformation and development of organisation. I prepare courses "comparative analyse of procedure of communication", "theory and methods of management".
In recent years Dmitry participated actively in such complicated fields like management consulting in the year:
  • 1993 - analysing & reorganisation of the system of documentation of the Moscow state committee on property.
  • 1994 - organisation and preparation collective bargaining in the process of privatisation, co-ordination in the planing the privatisation of the St. Petersburg airport "Pulkovo".
  • 1995 - analyse of labour conflict, preparing collective agreement, analyse of Sear port coal terminal activity, St. Petersburg.
  • 1996 - organiser of the seminar on interactive game theory in co-ordination with the other senior Professors from Washington & Lee University, USA
  • 1997 - co-ordination in organising the local administrative election in St. Petersburg.
  • 1997 - organiser of a series of discussion around the table on "Writer & The Power" with participation of St. Petersburg State Deputies and the members of parliament.
  • 1998 - providing trening of communication "Ekran-TV",
  • - providing interactive seminar with top-managers "Angelina",
  • - providing interactive seminar with council directors "SovPlim",
  • - participants in providing trening of presentation for menageries of "Coca-Cola", Bulgaria.
  • 1999 - Visit - professor in American University in Bulgaria.
